AUDIENCE OF THE MINISTER, GOVERNOR OF THE AUTONOMOUS DISTRICT OF YAMOUSOUKRO GRANTED TO A DELEGATION FROM THE SENATE

On Wednesday, March 5, 2025, Mr. Minister, Governor, Doctor Augustin THIAM received a delegation from the SENATE, led by Senator Djibo Youssouf Nicolas, at the Félix Houphouet Boigny Foundation.
At this audience, the Minister Governor was surrounded by his collaborators namely the 1st Vice-Governor, Mrs. Mariam BAMBA, the 5th Vice-Governor Mr. Augustin Félix KOUASSI, the Acting Director of Cabinet, Mr. Raphael KOUADIO, the Director General of Administration, Mr. Anicet KOUASSI, the Deputy Secretary of the Council Office, Mr. KOFFI Kouakou Léandre, the Director of Economic and Financial Affairs, Mr. ASSEMIAN Assémian Mathieu and the Director of Communication, Mr. Aphelly Max.
The main objective of the said meeting focused on:
- The perception of decentralization on the Transfer Law No. 2003-208 of July 7, 2003 and the distribution of powers from the State to local authorities;
- and the identification of the factors blocking the effective transfer of powers in order to propose solutions for a full application of the said Law.
During his speech, Mr. Anicet KOUASSI, Director General of Administration, submitted to the delegation of the SENATE a document providing all the necessary information they needed without forgetting to enlighten them on the content of the document. 
In his explanation, he indicated that the Law on Transfer of No. 2003 and the distribution of State powers aims to strengthen decentralization by transferring certain powers to the local authorities that are the District, the Region, the Department, and the municipality. 
Mr. Minister, Governor, taking the floor, affirmed that the political role is to create conditions and not to intervene in the choices, because the choices must be free. 
Following the remarks of the Minister Governor, Mr. Senator Djibo Youssouf Nicolas thanked Doctor Augustin THIAM and his colleagues for the quality of their work which is essential for the subject of development. 
Finally, Mr. Minister, Governor said that he was delighted to receive them and that they can return to the Autonomous District of Yamoussoukro as many times as they want.
